Credit where supported

Where the record supports credit, the project should give it. Acknowledging what was done correctly makes the remaining disputes easier to evaluate fairly.

Control principle: do not accuse where the record can demonstrate. Ask who supplied a statement, when, what the recording shows, what supervision reviewed, and exactly what reached the prosecutor.
