PROVENANCE AUDIT - MCSO CASE 2026-00010128

Rule used for this rebuild:
Folders 01-09 contain only files whose source provenance could be verified as an original agency attachment/production, an exact extracted member of a source archive, or a user-created primary recording. Generated summaries, reconstructions, source-reference sheets, transcripts, timestamp guides, and analysis are segregated into Folder 90. Recipient-specific outreach packets are excluded from the master evidence set entirely.

CHANGES MADE
1. EXCLUDED: the unverified IA complaint that appeared in an earlier master package. A Sent Gmail search did not verify it as an attachment sent to MCSO.
2. REPLACED: the prior derived investigative-report copy with the original 207,875-byte PDF attachment received from Calandra Elliott on Aug. 14, 2026.
3. SEGREGATED: neutral secondary materials are in Folder 90 only.
4. REMOVED FROM MASTER: all recipient-specific outreach packets and recipient-contaminated convenience reproductions.
5. PRIMARY FILE CONTENT: no primary/source file was rewritten, summarized, redacted, re-encoded, or otherwise edited in this rebuild. Files were copied byte-for-byte, except that the dispatch WAV/CDR were additionally extracted byte-for-byte from the preserved ZIP archive.
